The Joker, Scarecrow and Two-Face have long escaped from Arkham Asylum. The Gotham Gala Festival has come and gone with devastating consequences for a young, and now orphaned, Dick Grayson. But as luck would have it, he's been taken under the wing of the charitable Bruce Wayne. Villains still seem to roam the city, while Gotham attempts to decide if the Batman is friend or foe - leaving Commissioner Gordon with his hands full. But new alliances are being forms between bats, cats and birds... while Gotham City 'questions' it's future.
